The channel founder can /cs (de)owner himself and others.

And, depending on how the channel founder has set the levels in his channel:

sops can /cs (de)protect themselves, but cannot /cs (de)protect others
aops can /cs (de)op themselves, but cannot /cs (de)op others
hops can /cs (de)halfop themselves, but cannot /cs (de)halfop others
vops can /cs (de)voice themselves, but cannot /cs (de)voice others
